Prohibition of Opium.

Translation of Memorandım handed to Sir John Jordan

by the Ministers of the Wal Wu Pu on November 29th, 1906.

Memorandum begins by quoting Imperial Decree of Sep-

tember 20th commanding the complete abolition of opium

smoking within ten years, and directing the Council for

Government Affairs to elaborate a scheme for carrying out

this measure.

Momorandum proceeds as follows:

The Council of Government Affairs having now drawn up

a scheme in ten Articles, which was submitted to the

Throne on November 21st an Edict was issued sanctioning

the proposals.

The 10th Article of these proposals deals with the

question of foreign opium, which is imported from other

countries.

The Prince and Ministers of the Wal Wu Pu, having now

received copies of this document from the Grand Council,

and having known for some time past that His Britannic
